This is an effect caused by USB standard specifications. If you install USB drivers it may happen, that these drivers are assigned to a certain USB port. So that during the boot period Windows tries to install these drivers. If the driver detects an unknown operating system it reports the "code 43" error and is stopped by Windows.
Often it helps to uninstall / clear these drivers.
