There may be some more things you could try.
Try starting in Safe Mode with command prompt. You may have already done this after cybercore's suggestion, but if not, it is another recovery option and it does not start explorer.exe. If you can, you might be able to start other utilities.
Try using the recovery options of creating a boot log and/or disabling driver signature enforcement.
If you decide to re-install, you can boot to the recovery environment, the command prompt and possibly recover some of your files by using the command prompt there.
