Yes, 7600 is considered "final". That is the version that will be in the cute little plastic packages October 22 and that is the version that has been released to manufacturers (hence the name RTM) to add their bloatware to and install on new computers that will appear on store shelves on Oct 22.

RTM is a better term than "final" because an operating system is really never "final" because there will be service packs and security updates for years to come; but it will still be RTM build 7600.

It depends where you got it. If from MS it's final. If it came from a torrent site no telling what's in it unless you do a hash check
