Problem with colors or something

i formatted my friend's computer
installed windows 7 and everything as well.. video card and whatever was needed
and the colors is some kind of weird or something
example:
instead of see objects like this when going up over the mouse:



he see's it ugly like this:



and more objects are appear colorless then usual
hope u understand what is the problem and what im trying to fix

assuming you have installed the latest graphics driver then you'll need to right click on the desktop and choose 'Personalize'.

Check the screen shot above and you will see where I've arrowed the 'Theme' section. It's here where you can change the theme to an aero one and regain the transparent borders.
Any issues please post back.

Further to Kemicals answer, when you've chosen your Aero theme, click on the "Window Color" option at the bottom of the window. Make sure "Enable transparency" is ticked on the newly opened window.
