Use Disk Management that is built in all Windows OS or use third party applications.

Here are a few third party applications.

    Re: Hard Drive

You could try partition your hard drive in windows7 build-in disk management, right click the exsited partition and select shrink partition, after that you will release an segment of unallocated space->you could create partition on this unallocated space.

If disk management could not achieve your goal, you could choose partition magic software: New Upgrade Partition Magic for Windows7 and Vista

You don't - if I take your question literally. But I assume you mean you have a 650Gb drive, and you want to partition it into two 325Gb partitions.

Is there data already on this drive?

If so, I recommend EaseUS Partition Master.
