Not to sure what is going on. The Vista machine is behaving as it should be, acquiring a private reserved address from the 2wire Router. And the Windows 7 machine is for some reason using a public addressable IP addressing scheme which would seem to be coming from the same source 192.168.1.254.
Is it at all possible that a second 2wire Router is present and in close proximity to the Windows 7 machine. Perhaps left over for some reason from a previous ATT installation?
Or is it possible that the ATT Technician installed some software on the Windows 7 machine that is not present on the Vista machine that he may have used during the initial setup and configuration either at your new location or at your previous location before the move?
Both machines are showing DHCP Enabled and Auto Configuration Enable for both the wireless adapters they are using, so I'm not sure how the IP addressing scheme could be so different unless there is a second wireless router on the network or unless there is some software running on the Windows 7 machine that is causing the issue.
Could you perhaps start the Windows 7 machine in safe mode by tapping the F8 key during POST (while the machine is starting up) and see if the problem persists?
