strange error message everytime turn computer on

Hello,

Everytime I boot up my laptop i receive the following message:

Failed on loading skin name "minibcont". the file "content.css" is required in your "sscommon/skins/minibcont/css/" directory. To fix this problem, please check the skin name in your config file, or reinstall the application.

Can someone please tell me what I need to do to fix this issue.

3. windows installation type (fresh or upgrade).

I upgraded from vista 32 bit to ultimate 7 32 bit. I have a Dell Inspiron 1525 with dual 2.0 GHZ and 3GB of RAM. with a 136GB HD with only 77GB used

If the laptop is a Dell, remove, or reinstall, the Dell support centre.
You may need to do it in safe mode.
