Unable to change User account picture

I have WIndows 7 Ultimate and when I go into User Accounts in Control Panel I click on "change your picture" and I am only able to use the Windows 7 pictures. When I click on "browse for more pictures" nothing happens.

    Any ideas?

If you want to use a picture of your own, click Browse for more pictures, navigate to the picture you want to use, click the picture, and then click Open. You can use pictures of any size, but they must have one of the following file name extensions: .jpg, .png, .bmp, or .gif.

Did you modify this registry branch:

    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\Explorer

Did you try system restore ?

Insert your 7 installation in drive, Run > cmd > run as admin -> sfc /scannow.
