Someone please help me with this DLL error. It is driving me crazy!

When I log into my computer, I get the following error message " There was a problem starting C:\Users\Ol-Scurt-Dogg\AppData\Local\uictaner.dll The specific module could not be found. ". I have searched and searched and searched for this error with no success except for registry cleaners/fixers that of course require my credit card to do the full fix. I don't want to pay for this and just want some help trying to fix it. I do understand what the DLL is and what it does but also know how critical it is to be exact when dealing with the registry. Can anyone give me a straight forward resolution for this issue? Here is my system info.

Run regedit as admin and search for the dll and delete any occurrences of it. Then reboot
