I would not be to worried about the computer being the problem. My download speed is 1.3 MB/s but have had a few instances of downloading 300kb/s from the same site. I would say that the problem comes from the download site. For some reason their connection may not be very good. There had been times when it was so slow that I would cancel and redownload. It seemed like doing that helped in the respect I got a better connection. I have also run speed test and found that my download speed was fine. That is why I think it may be the site you are downloading from that may be causing the problem.
Have you tried downloading from different sites to see if there is a difference in speed?
